As a tourist, I recommend staying a good distance from Skid Row. This area is between Little Tokyo and the Arts District in Downtown L.A. I personally think it’s a “no-go” at any time of the day. Both morning and night.
As for the other neighborhoods on our list, I still recommend avoiding them (especially at night). When riding the metro, I’d be careful on the blue and green lines as some stop in bad neighborhoods.
